Umbrella Act for Environmental Regulations
Empowers the Central Government to take measures to protect and improve environmental quality, control pollution, and issue notifications including all fly ash utilization mandates.

Key Provision: "No person shall within a radius of fifty kilometers from coal or lignite based thermal power plants manufacture clay bricks or tiles without mixing at least 25% of ash (fly ash) with soil."

Extended mandatory fly ash product usage from 100 km to 300 km around thermal plants. Introduced stricter penalties.

31st December, 2021
All building construction projects within 300 km shall use fly ash based products. Penalties: ₹75/sq.ft for builders, ₹1000/ton for TPPs.
