S.O. 763(E) – Fly Ash Utilization, 1999

Key Provision: "No person shall within a radius of fifty kilometers from coal or lignite based thermal power plants manufacture clay bricks or tiles without mixing at least 25% of ash (fly ash) with soil."

S.O. 2804(E) – Extended to 300 km, 2014

Extended mandatory fly ash product usage from 100 km to 300 km around thermal plants. Introduced stricter penalties.

S.O. 5481(E) – Current Enforceable Notification, 2021

Current Enforceable Version
31st December, 2021
All building construction projects within 300 km shall use fly ash based products. Penalties: ₹75/sq.ft for builders, ₹1000/ton for TPPs.

Fly-ash bricks must be used unless their price exceeds CPWD/PWD schedule rates.
